Revised Loan Policies Encourage Greater Library Use

New loan limits and user fees at The Indianapolis Public Library will enable youth cardholders to more easily restore borrowing privileges while allowing cardholders of all ages a greater opportunity to remain active as library users.

The Indianapolis Public Library Board of Trustees has approved reduced fines for the late return of juvenile and teen materials from $.25 to $.15 per day. Limits for DVDs loaned on juvenile borrower cards have been reduced from 12 to six items. For all borrowers, the fee to replace an Indianapolis Public Library card has been reduced from $5.00 to $3.00. The fee to cancel an item on hold, previously $2.00, has been eliminated.

The Library Board also increased the loan limit on the number of items per Library card at a given time from 50 to 75 items, mainly benefitting local teachers and day care leaders who check out large numbers of books for children with each Library visit.

"We're adjusting our policies and practices to get better outcomes for families in our community," stated Library CEO Jackie Nytes. "This will help us engage more children with opportunities for learning and provide incentives for all patrons to use the Library, leading to greater success for the community in the long run."

Specifically, the reduction in the fee for a replacement Library card will bring the new fee in line with comparable peer libraries. The fee for cancelling a hold had little impact on the cost of manually processing the fee, resulting in its elimination. The fee for failure to pick up a hold remains in place.

The changes were recommended by Ruprecht and Hoke Consulting of Indianapolis, which also studied the Library's Earn and Learn initiative that allows young people under age 18 to reduce their Library debt through reading. That program will continue for 18 months beginning with the Library's 2013 Summer Reading Program.
