In accordance with guidance from the Indiana Public Access Counselor, all public records requests should be submitted electronically to the form below. The Indianapolis Public Library is a municipal corporation, as such, much of the business operation documentation is readily and publicly available through the monthly Board of Trustees meeting minutes. In addition, The Library is committed to providing access to public records related to the operation of The Library in accordance with Indiana Code §5-14-3, the Indiana Access to Public Records Act.
A request will be deemed confirmed as of the date and time the Request Form is received by the Office of Legal Counsel (requests received after business hours will be dated as of the next business day).
Each request must:
(a) identify the record(s) being requested with reasonable particularity,
(b) indicate whether inspection or which method of receipt is desired, and
(c) not be so burdensome that fulfilling the request would materially interfere with the regular discharge of the functions or duties of The Indianapolis Public Library, its employees, and/or its legal representatives.
Starting in July 2026, Indiana Code 5-14-3-8.1(a) permits public agencies to give priority to fulfilling public records requests from Indiana residents and requests submitted for civic, journalistic, academic, or personal use. To receive priority, the requestor must clearly state the purpose of the request.
The Indianapolis Public Library will act to respond to each request to inspect and/or copy public records within fourteen (14) days. Please note that the response required by statute could be an acknowledgement the request has been received and information how or when The Library intends to comply. There may be applicable exemptions that allow or require The Library to redact pieces of information. See Indiana Code §5-14-3-4.
Patron information is connected to the confidential relationship between The Library and its users; information supplied with a public records request is collected as part of administrating, verifying, and prioritizing the request.
